What is the 25% rule for roofing?

The 25% rule is a repair-percentage threshold some jurisdictions apply: if more than 25% of a roof section is repaired or replaced within 12 months, the whole section has to be brought up to current code, not just the patched area. It isn't statewide in Texas, so we check yours at permit. On the Coastal Bend, current code means the windstorm standard, one more reason a full replacement often beats repeated repairs.
