On August 25, 2017, Hurricane Harvey came ashore as a Category 4 right at Rockport and Fulton — the first major hurricane to make U.S. landfall in over a decade, and it put its eye wall directly over Aransas County. Getting it right here is a local problem, not a national one.
It is also a paperwork problem. Aransas County is a TWIA designated catastrophe county. That means a new or replacement roof here generally needs a WPI-8 Certificate of Compliance on file before the Texas Windstorm Insurance Association will write or keep windstorm coverage on it. No WPI-8, no windstorm insurance on that roof — and on this coast, that is not a certificate you want to be missing when a named storm is in the Gulf.
ARP does not issue the WPI-8 — no roofing contractor does; the Texas Department of Insurance issues it through a qualified Texas windstorm engineer. What we control is the part that earns it: building to the TDI windstorm attachment schedule and coordinating the inspection milestones and documentation for you.
