Roof Replacement & Repair for Your Universal City Home

If you live in Universal City, your neighborhood probably grew up with Randolph. Housing took off after Air Training Command moved its headquarters to Randolph in 1957, starting with Rose Garden, the city's first private development, and the city incorporated in 1960. It's grown from 14,849 people in 2000 to 19,720 at the 2020 Census. That gives you a mix of older homes from the Randolph build-out and newer construction, and we match your scope to the roof you actually have, through the San Antonio residential team.

Want the full process? It's on our residential roofing in Texas page. If you're chasing one leak, start with San Antonio roof repair.

Weighing an impact-rated roof? A UL 2218 Class 4 shingle on the same home runs $22,400 to $28,800, compared with $17,600 to $19,200 for architectural shingles, and it may lower your insurance premium; check with your insurance company. Read the Class 4 shingle guide, or put roof replacement and metal roofing side by side.

Do You Need a Roof Permit in Universal City?

A brick home in architectural shingle.

Yes, for every roof job. Universal City says all roof projects need a permit, even minor roof repairs, which covers more than many homeowners expect. Permits come from Development Services at 2150 Universal City Blvd through the city's SmartGov portal, and as of September 2026 the city builds under the 2021 International Codes. Here's the part that matters for you: the city issues the permit from your signed roofing contract, with your name, address and the scope of work on it. So the paperwork has to be right before anyone climbs a ladder.

You can pull the permit yourself, but the city says that makes you 100% responsible for the work. We'd rather carry that. Every roofer has to register with Universal City, even if they're registered in another city, and submit a Texas DPS criminal history search. We're registered. One more thing to know: a roof job may trigger the city's carbon monoxide alarm requirement before the final inspection, and we'll tell you up front if your home needs them.

Hail Damage & Insurance Claims in Universal City

Hail has found Universal City more than once. The Storm Prediction Center logged quarter-size hail just north-northwest of the city late on April 13, 2018, a report that notes it "lasted 2 minutes," and 1-inch hail just northwest of the city on June 8, 2023. Two minutes of quarter-size hail is plenty to bruise an older shingle, and you often can't see that bruising from your driveway. We know a storm claim is stressful, so here's what happens next.

First we document. Every slope gets photographed and measured, and your scope is written in Xactimate, so it reads the way your carrier's adjuster reads estimates. When the adjuster visits, we're there with you. Insurance may cover the cost if a storm caused the damage. If anyone offers to "take care of your deductible," walk away: Texas Business & Commerce Code § 27.02 makes that a crime, and Texas Insurance Code § 707.002 says you pay it. Start at storm damage repair or read how roof insurance claims work.

Seamless Gutters for Your Universal City Home

If yours is one of the older homes here, the gutters may be original or patched. We can pair your new roof with seamless gutters cut on-site to your fascia, one continuous run per side, so the water leaves your roof and lands away from your foundation instead of soaking the fascia.

Why Your Universal City Roof Is Different

You live next to JBSA-Randolph, and if yours is a military family, you might get orders mid-project or need to sell on a deadline. Add a permit rule that covers even small repairs, and a permit built from your signed contract, and you'll want a roofer whose paperwork is right the first time. We've measured roofs and pulled permits in Universal City, so the city's process isn't new to us.

Why homeowners choose ARP

What is on the record — and what we will not do.

We're a good fit if you want the permit pulled in the contractor's name, a written scope, and your storm damage documented before you call your carrier. We're probably not your roofer if you need a fix under $500 or you're going with the lowest number no matter what's in the scope. That's an honest answer, not a runaround.

  • BBB A+ accreditation. ARP's Better Business Bureau rating.
  • A documented process on every roof. Photo-documented inspection, written scope, one project manager start to finish.

One honest note that protects you

What no roofer can do

  • No legitimate roofer can pay or waive your deductible — under Texas Business & Commerce Code § 27.02 that is a crime.
  • Under Texas Insurance Code § 707.002 the insured is required to pay the deductible.
  • ARP does not act as your adjuster or negotiate your claim — Texas law keeps the roofing contractor and the public adjuster separate.

What ARP does instead: photograph and document the damage the way your carrier needs to see it, and give you a written condition report before you file.

Questions that decide the job

Universal City roofing — frequently asked questions

Does Universal City really need a permit for a small roof repair?

+
Yes. Universal City requires a permit for all roof projects, even minor repairs, through Development Services at 2150 Universal City Blvd. The city issues it from your signed roofing contract, so the scope on paper has to match the work. We file it through the city's SmartGov portal and book the final roof inspection.

Should I pull the roof permit myself to save time?

+
We wouldn't. The city lets homeowners pull their own roof permit, but it says plainly that this makes you 100% responsible for the work. When we pull it, the permit is in our name as the city's registered contractor, and the city has our insurance on file. We pull the permit on every Universal City job.

Why would a roof job make me add carbon monoxide alarms?

+
Universal City notes that roof projects and repairs may trigger its carbon monoxide alarm requirement, and the alarms have to be in before the final roof inspection. We check with the city whether your job triggers it and tell you up front, so the final inspection doesn't hold up your roof.

My roof took hail in the 2023 storm. How do I know if it's damaged?

+
Have it inspected and get the result in writing. The Storm Prediction Center logged 1-inch hail just northwest of Universal City on June 8, 2023, and hail that size can bruise shingles without an obvious leak. We photograph and measure every slope and give you a written report either way, damage or no damage.

What does a new roof cost in Universal City?

+
An architectural shingle replacement on a typical 2,000 sq ft single-story home runs $17,600 to $19,200. The permit Universal City requires is part of that price, along with tear-off, synthetic underlayment, flashing and cleanup. Class 4 impact-rated shingles on the same home run $22,400 to $28,800. Roof size, pitch and any decking repairs change the final figure. Updated September 2026, San Antonio market pricing.

Do you put in gutters with a new roof in Universal City?

+
Yes, when you want them. We cut seamless aluminum gutters on-site to fit your fascia, one piece per run, so there are no joints to drip. On the older homes here, new gutters with a new roof also help keep water off the fascia boards and away from your foundation.
