ARP Roofing & Remodeling has been the roofing company serving Port Lavaca and the Calhoun County coast for nearly a decade. Windstorm code, on the record

Which county keeps your Port Lavaca record — and the windstorm code your roof answers to

Your Port Lavaca address answers to Calhoun County, and the Calhoun Appraisal District values it.

On this coast the rule that governs your roof is the TDI windstorm inspection behind your WPI-8 certificate, not a routine city sign-off. ARP pulls the building and floodplain permit at the Calhoun County Floodplain Administration, 211 S. Ann St., Suite 301, Port Lavaca,, builds to the TDI windstorm attachment schedule (2024 IRC/IBC referenced on the WPI-1 application, in force as of April 1, 2026), and runs the WPI-8 paperwork for you — start to finish.

What a Roof Faces on the Calhoun County Coast

Every Port Lavaca job runs through our Victoria roofing company, the office that routes you to the right team. For close to a decade, ARP Roofing & Remodeling has covered the Calhoun County coast — Port Lavaca and Port O'Connor, Palacios and Point Comfort, and the smaller bay settlements of Magnolia Beach and Alamo Beach.

The reason the windstorm rule carries more weight here than it would an hour up the road is simple: Calhoun County is a TWIA designated catastrophe county. Under that designation, a new or replacement roof generally must carry a recorded WPI-8 Certificate of Compliance first — otherwise the Texas Windstorm Insurance Association won't issue or renew windstorm coverage on the building. Without it, the roof holds no windstorm insurance at all, and along a Matagorda Bay shoreline that gap is the last thing a property owner wants once a named storm enters the Gulf.

None of that exposure is theoretical. The town takes hurricane wind straight off the Gulf, surge pushed in from Lavaca and Matagorda Bays, and a constant coat of salt air that chews at fasteners and flashing year-round. A Port Lavaca roof has to stand up to all three, which is why what happens at the attachment line — and the paperwork proving it — counts every bit as much as whatever shingle or panel ends up on top.

ARP can't issue the certificate — no contractor can; that authority rests with the Texas Department of Insurance, which grants it through a qualified Texas windstorm engineer. Our job is everything that leads up to it: constructing the roof so it meets the TDI windstorm attachment schedule, then lining up the inspection milestones and paperwork on your behalf. For a full walk-through of WPI-8, FORTIFIED, and how a certificate is actually earned, read our Texas Gulf Coast windstorm roof certification guide.

What a Roof Costs in Port Lavaca

On an average Port Lavaca home, a standard architectural asphalt shingle replacement generally lands between $15,000 to $23,000 out of our Victoria office — that figure assumes tearing the old roof off in full, a synthetic underlayment, fresh flashing, the permit, and cleanup. Coastal windstorm detailing, along with impact-rated or metal systems, carries the number higher, while storm-related damage is frequently covered in large part by insurance.

Every compliant Port Lavaca reroof folds in two coastal obligations. The first is WPI-8 inspection and engineering coordination, which we write straight into your scope so nothing lands as a surprise. The second: since April 2026, a FORTIFIED Roof has been mandatory for WPI-8 certification across the TWIA windstorm district — an IBHS-verified standard that reaches past code (sealed decking, impact-rated materials, enhanced fastening), and on this coast it's simply part of the build rather than an upsell. We construct and document your roof to that FORTIFIED standard as a matter of course.

Metal — standing seam & exposed fastener

+

ARP roll-forms standing-seam and exposed-fastener panels on our own equipment, puts a dedicated metal foreman on the install, and backs the roof with a written workmanship warranty.

2026 Port Lavaca range: about $28,500 to $50,100 on a 2,000 sq ft home.

Class 4 impact-rated shingle

+

If you are staying in the home, Class 4 impact-rated shingle is worth talking about first — the top impact grade under UL 2218, and many Texas carriers give a premium credit for a verified Class 4 roof.

2026 Port Lavaca range: about $24,200 to $31,100 on a 2,000 sq ft home.

Storm-damage roofing and documentation

+

When hail or wind hits a Port Lavaca roof, the first move is documentation, not a repair: ARP photographs the damage the way your carrier needs to see it and hands you a written condition report.

If the damage is storm-related, insurance often covers much of the cost.

Seamless gutters — formed on site

+

A roof moves water off the house; the gutters decide where it goes. ARP forms seamless aluminum gutter on site, in one continuous run per roofline, so the only joints on your house are at corners and outlets — the places a gutter is supposed to have them.

Best done with the roof: drip edge, underlayment and gutter apron detailed together by one crew.

Randal Williams, ARP Roofing COO & Senior Roofing Consultant

“Port Lavaca sits in a windstorm county, so out here a roof has to earn its WPI-8 before it earns anything else. We built to that standard on the metal retrofit at Calcom Federal Savings and the new TPO roof at White's BBQ — same code, same documentation, whether it's a bank downtown or a barbecue joint down the road. Our Victoria office runs Calhoun County work year-round, so you're not waiting on a crew to drive in after the next storm.”

One honest note that protects you

What no roofer can do

  • No legitimate roofer can pay or waive your deductible — under Texas Business & Commerce Code § 27.02 that is a crime.
  • Under Texas Insurance Code § 707.002 the insured is required to pay the deductible.
  • ARP does not act as your adjuster or negotiate your claim — Texas law keeps the roofing contractor and the public adjuster separate.

What ARP does instead: photograph and document the damage the way your carrier needs to see it, and give you a written condition report before you file.

Questions that decide the job

Port Lavaca roofing — frequently asked questions

Does a Port Lavaca roof need a windstorm certificate?

+
Yes. Port Lavaca sits in Calhoun County — a TWIA designated catastrophe county — which means a new or replacement roof usually has to carry a WPI-8 Certificate of Compliance to keep TWIA windstorm coverage in force. ARP constructs the roof to windstorm code and, working with a qualified Texas windstorm engineer, manages the WPI-8 inspection and documentation for you, so none of that paperwork falls to you.

Is FORTIFIED mandatory on a Port Lavaca roof?

+
Yes. Since April 2026, FORTIFIED has been required for WPI-8 windstorm certification throughout the TWIA district Calhoun County falls in, so on any Port Lavaca reroof it comes standard rather than optional. It's an IBHS-verified standard that goes beyond code — impact-rated materials, enhanced fastening, and a sealed deck — and we build and record your roof to it as part of the work. A FORTIFIED designation stays valid for five years.

When does storm season hit Port Lavaca?

+
Gulf hurricane season stretches from June into November, and with Port Lavaca fronting both Matagorda and Lavaca Bays, surge and wind are genuine threats through that stretch — layered on top of the spring hail and hard wind that sweep the mid-coast. Most Texas insurers give you about a year from the loss date to get a wind or hail claim on file, so document damage promptly and have it inspected.

Who handles the permit for a Port Lavaca reroof?

+
Yes — we take care of permitting for a Port Lavaca or Calhoun County reroof through the Calhoun County Floodplain Administration (211 S. Ann St., Suite 301, Port Lavaca) as part of the job, so your roof is inspected and on the record before the windstorm certificate is finalized. Coastal reroofs have to be certified to the current windstorm code, which as of April 1, 2026 means the 2024 IRC or IBC referenced on the WPI-1 application.

Does ARP cover the whole Calhoun County coast?

+
Yes — ARP has worked the Calhoun County coast for close to a decade, from Port Lavaca to Port O'Connor, Palacios, Point Comfort, and the bay communities in between. We fit inspections around your calendar and back the roof well past the day the install wraps.
