First, the City of Bandera requires a permit for roof replacement — "roof (new and replacement)" is listed by name at the city permit office at 511 Main Street. Second, and this is the part that trips up out-of-town roofers, the city requires the contractor to be registered with Bandera before a permit will issue. A crew that is not on file with the city cannot pull your permit, which means your job does not start.
