Step 01 · City
City permit first
Our project manager confirms what your address and scope require at City of Goliad Building Inspection Department, and pulls it as part of the job.
Goliad, Texas
ARP Roofing & Remodeling serves Goliad and Goliad County from our Victoria office — from the historic homes around Courthouse Square to ranch properties out on US 59 and US 183. We document every job for South Texas hail and wind, and coordinate your permit through the City of Goliad. Book your free Goliad inspection.

Start here — pick your door
Three routes, one written scope
Door 1 — replacement
Metal roll-formed on our own equipment, Class 4 impact-rated shingle, and the paperwork your city needs.
Residential Roofing in Texas →Door 2 — repair
Photo-documented inspection first, written scope second — including the honest verdict when your roof needs nothing.
Book an inspection →Door 3 — storm claim
Documentation before repair: ARP photographs the damage the way your carrier needs to see it, in a written condition report.
Roof Storm Damage in Texas →One door, then the roof
Your Goliad address answers to Goliad County, and the Goliad Appraisal District values it.
Inside the city, your roof answers to one office. The City of Goliad Building Inspection Department, at City Hall, 152 W End Street, works from the adopted International codes.
Every Goliad County job runs through our Victoria roofing company, the same office your Goliad roof would run through. First, the part you can set aside. Goliad County lies well inland of the coast, so it falls outside the TWIA windstorm district altogether — no WPI-8 certificate is asked of your roof, and your wind and hail stay under an ordinary homeowner's policy rather than a coastal windstorm one. What the roof does have to stand up to is the hail and hard wind South Texas drives across this ranch country. Goliad keeps a long memory for that: a 1902 tornado still ranks among the deadliest in Texas history, and in 2017 Hurricane Harvey ground to a halt inland between Goliad and Victoria, drawing Goliad County a Presidential Disaster Declaration and stripping the roof clean off the state park.
So the work here is a record, not a certificate. Once hail moves through, the sequence is plain:
Hail can dent a shingle mat long before a ceiling ever stains, and your policy puts a clock on filing — so get a roof on record early, even when it reads fine from the yard. And if a contractor promises to "take care of your deductible," don't take the bait: under Texas Business & Commerce Code § 27.02 that's a crime, and Texas Insurance Code § 707.002 requires you to pay it.
Few towns wear their past as plainly as Goliad. County seat and the only incorporated town in the county, it holds the Courthouse Square Historic District — the 1894 Second Empire courthouse, the Hanging Tree, and a tight cluster of older homes ringing the square. Houses that old carry their own complications up top: steep, cut-up rooflines, original decking, and additions stacked on across generations. On a home like that we hold to one order of work:
If your roof needs something short of replacement, Victoria roof repair is the first step.
Out of our Victoria office, a standard architectural asphalt shingle reroof on an average Goliad home lands in the range of $14,000 to $22,000 — that figure covering a full tear-off, synthetic underlayment, new flashing, the permit, and cleanup. An older historic home with steep or intricate rooflines runs higher, an impact-rated Class 4 shingle or metal higher still, and where a storm did the damage your insurance often carries much of it.
Since Goliad sits squarely in the South Texas hail belt, a UL 2218 Class 4 impact-rated shingle earns a look on any replacement — you pay only the material difference over a standard shingle, and plenty of Texas carriers trim your premium in return. Weigh a full roof replacement against metal roofing, or read the Class 4 guide.
Historic home off the square or a ranch property out on the highway, the opening move is the same either way: a free, photo-documented inspection and a written scope you can hold us to.

ARP roll-forms standing-seam and exposed-fastener panels on our own equipment, puts a dedicated metal foreman on the install, and backs the roof with a written workmanship warranty.
2026 Goliad range: about $27,200 to $47,800 on a 2,000 sq ft home.
Residential metal roofing →Before the panels are ordered
2026 Goliad range: about $23,100 to $29,700 on a 2,000 sq ft home.
Class 4 shingle →What the grade means
When hail or wind hits a Goliad roof, the first move is documentation, not a repair: ARP photographs the damage the way your carrier needs to see it and hands you a written condition report.
If the damage is storm-related, insurance often covers much of the cost.
Roof Storm Damage in Texas →Order of operations after a storm
A roof moves water off the house; the gutters decide where it goes. ARP forms seamless aluminum gutter on site, in one continuous run per roofline, so the only joints on your house are at corners and outlets — the places a gutter is supposed to have them.
Best done with the roof: drip edge, underlayment and gutter apron detailed together by one crew.
Residential roofing →What is in a gutter scope
“In storm country the worst time to start documenting your roof is after the wind's already been through it. I want the photos, the measurements, and the written scope on file while the sky's still clear — because a record built ahead of a storm is worth ten put together in the scramble afterward.”
Why homeowners choose ARP
Goliad homeowners hire ARP for what is on the record. The second column is the part most roofers leave out of the conversation.
On the record
One honest note that protects you
What ARP does instead: photograph and document the damage the way your carrier needs to see it, and give you a written condition report before you file.
